An ITC national consultant became the first representative of Tajikistan who completed the WTO Advanced Course on the WTO Agreement on the Application of Sanitary and Phytosanitary (SPS) Measures held in Geneva, Switzerland.
Mr. Kosim Kurbonov, the ITC national consultant on SPS after going through the competitive selection process by the WTO, participated in this advanced SPS course from 7 to 25 October 2013. This course was organized essentially to address SPS implementation problems in a practical manner. The main objective of the course was to achieve an advanced level of understanding of the rights and obligations arising from the SPS Agreement and the functioning of the SPS Committee.
Mr. Kurbonov says, “we have learnt and gained necessary skills and knowledge to identify and address challenges in implementation of the SPS agreement; to lead initiatives that make effective use of the different provisions of the WTO Agreement on SPS, including gaining and maintaining market access. I as the course alumni, have a task to share my knowledge with others and provide leadership in my areas of expertise upon return to our homelands”.
Mr. Kurbonov adds, the course was an in-depth and hands-on training activity conceived to encourage the active involvement of participants in SPS-related matters, ranging from addressing national implementation problems to the identification of SPS-related market access difficulties and ways to develop strategies to overcome the faced challenges. The course comprised a series of sessions and practical exercises related to the implementation of the SPS Agreement. The course included sessions aimed at deepening participants’ understanding of the SPS Agreement. We also had a chance to attend the SPS Committee meetings to learn how the Committee works in practice, so as to become familiar with the rules and procedures of the Committee and to participate in the discussions taking place there. By the end of the course, each participant had developed an action plan, which would help them to address the identified problems and the proper action could be undertaken in their countries.
Course participants were awarded with certificates on successful completion. According to Mr. Kurbonov, his participation in this WTO advanced course on SPS became possible thanks to the valuable knowledge and experience obtained under ITC project and, therefore, he highly appreciates ITC contribution in his professional advancement.
